RENEE BOICOURT—Managing Consultant

BACKGROUND:
Ms. Renee Boicourt is a seasoned public finance professional with over twenty years of experience both in the private sector and in government. During her 17 years with Moody's Investors Service, she worked in every facet of the public finance market. As Managing Director for High Profile Ratings, she managed ratings for the fifty states, the U.S. territories, the largest cities, as well as transportation and utility issuers. She chaired Moody's Rating Committee for many of the market's most complex and significant ratings, and managed Moody's relationship with Governors, Mayors and other elected and high level appointed officials. An expert in state finances, Ms. Boicourt was responsible for ratings throughout several cycles of economic recession and recovery. She led the rating team for California 's financial and energy crisis financings, as well as distressed financings for states and cities across the country. She was a frequent speaker before industry conferences and seminars, and has testified before Congress and state legislatures regarding public finance issues.

In the area of transportation, Ms. Boicourt managed airport ratings during the period following September 11, 2001 and also directed the teams responsible for debt issued by state Departments of Transportation. She spearheaded Moody's rating policy regarding GARVEEs and other surface transportation innovations, including start-up toll road transactions with increased private sector participation.

Ms. Boicourt joined Moody's after seven years with the City of New York . Joining New York City 's financial team on the cusp of the city's recovery from its fiscal crisis, Ms. Boicourt was responsible for tax revenue forecasting and tax policy, first with the city's Department of Finance, and later with the Mayor's Office of Management and Budget.

EDUCATION:
Ms. Boicourt has a Bachelor of Art degree in Economics and a Masters in Public Policy, both from the University of California at Berkeley . She is a member of the Municipal Analysts Group of New York , and the New York Municipal Forum.
